Colleagues from overseas who are considering employment in the United Kingdom, organised by a teacher supply agency and others, need be particularly vigilant that the work on offer is as described or anticipated and that there is sufficient assistance and support from the agency once the contract is signed. The NASUWT has casework experience of teachers who have been faced with what can only be described as a nightmare once they have set foot on UK soil.
正考慮要到英國來任教的外國教育同仁,尤其是經由教師仲介公司或其他機構者,須特別謹慎注意對方所提供的教職是否一如預期,以及簽約後該單位是否能提供足夠的協助及支持。全英男女教師協會曾有過個案,踏上英國的土地之後,接下來的遭遇只能以夢靨來形容。
 
There is a severe shortage of teachers in the UK, particularly in London and other large cities. In order to fill the vacancies teacher supply agencies, and sometimes schools or Local Education Authorities, have run recruitment campaigns in other countries. It is NASUWT policy that the UK Government should address this shortage by a series of measures, which will encourage the indigenous population to enter the teaching profession. The UK should not poach teachers from countries where their expertise is greatly needed.
英國教師嚴重短缺,倫敦及其他大城市尤其如此。為了補足這些缺額,教師仲介公司,有時甚至連學校及地方教育局都會到外國進行招募活動。全英男女教師協會主張英國政府應該採取一連串的措施,鼓勵本地居民投入教職,來解決教師短缺的問題,而不是從別的也是急需教師專業的國家挖角。
 
Those teachers who secure employment through an agency, school or LEA will be provided with a work permit by the Home Office to work in a named school. The permit is usually for a period of 12 months but may be extended. This work permit does not allow the teacher to take up work in another school unless the employer makes a request to the Home Office to vary the location of the work. Obtaining the work permit is generally the only assistance provided by the agency.
那些經由仲介、學校、或地方教育局而取得教職的老師們,會得到由Home Office所提供的工作許可證,讓他們可以在指定的學校工作。許可證通常為期一年,但也可延長。除非雇主向Home Office申請更改工作地點,否則此工作證不准許老師接受另一學校的工作。一般而言,仲介單位所提供的唯一服務,就只有為教師取得工作許可證而已。
 
Teachers from overseas will not usually have Qualified Teacher Status (QTS), which is the status necessary to be paid as a qualified teacher in the UK. They will therefore be paid as unqualified teachers, although the governing body of a school has some discretion over the rate of pay. QTS can be achieved through the Graduate Teacher or Registered Teacher programme (the latter is for those already qualified as teachers and who have taught in their own country). These programmes are paid on-the-job training, but schools deemed to be failing cannot offer such training. 【心情故事】一個制度要完善,定要仰賴政府的審慎規劃及做好配套措施;看來英國政府在聘請來自海外的教師時,是規劃的很完善的。而政府亦有心規劃培育教華語的人才,與國際接軌,並將台灣介紹出去。此事大學院校已著手做了幾年,例如:大學或研究所,非英語(外語)科系用英文全程受課,以使學生更具競爭力,另外也為吸引國外人士就讀,以便於瞭解台灣,而用英文講授台灣相關的課程。
